Why is the notes page not available in the observer interface?

If the assessment is still in draft mode, you cannot take notes. Please make sure that the person responsible for the assessment has also activated the assessment.

Make sure that the assessment is already updated and takes the current status (See: "Why doesn't my Assessment change to the new status?").
