Why can't I take handwritten Notes?

Why can't I take handwritten Notes?

As long as you are in the Web App, you can only make text notes and competency notes. Handwritten notes cannot be made, only viewed. 
In the iPad App, you can make handwritten notes under the "Pencil" option and text notes and competency notes under the "Keyboard" option. 
In Consolidation, you can only adjust the competency notes. The handwritten notes and the general exercise notes cannot be modified in Consolidation.
