Why can't I take handwritten notes?

As long as you are in the browser-based observer interface, you can only make text notes and competency notes. Handwritten notes cannot be made, only viewed. 

In the native iPad App, you can make handwritten notes under the "Pencil" option and text notes and competency notes under the "Keyboard" option. 

In consolidation, you can adjust, add and delete the notes.
