Why can't I create a Requirement-Exercise-Matrix/Target Profiles when creating the template?

In the first step you have to create a new template by clicking on the button "Create template". Here you cannot yet store a Requirement-Exercise-Matrix or Target Profiles. As soon as you have saved and created the template, the new page "Edit template" appears.
Here you can make your desired settings for the Requirement- Exercise-Matrix and the Target Profiles. To do this, the Target Profiles must first be activated using the slider under "Use Target Profiles".
