Why can't I create a requirement-exercise-matrix/target profiles when creating the template?

In the first step you have to create a new template by clicking on the button "Create template". Here you cannot yet store a requirement-exercise-matrix or target profiles. As soon as you have saved and created the template, the new page "Edit template" appears.
Here you can make your desired settings for the requirement- exercise-matrix and the target profiles. To do this, the target profiles must first be activated using the slider under "Use Target Profiles".
